Ohhh my goodness! This is like the perfect question for me, LOL.
I have combination- oily skin and have struggled with acne all of my teenage years. My skin has been clearing up since I started using these products so I'll list what I do every morning and night. It's a bit excessive, so feel free to remove some :)
Step 1) Remove makeup with a makeup remover pad
Step 2) Exfoliate using Aveeno Active Naturals. (I exfoliate every night to get rid of acne scarring and WOW!)
Step 3) Use a second face wash if you want.. I don't personally like to.
Step 4) Olay Oil Minimizing toner. Apply it all over your face and wait for it to dry.
Step 5) I apply a LOREAL moisturizer under my eyes... not anti aging since I'm young, but to help with dark circles.
Step 6) I apply an anti blemish serum, it's the target brand.
Step 7) After that dries, I apply Olay Moisturizer for sensitive skin. & then lip balm. It's excessive but it becomes fun, lol :)
Morning routine is basically the same but for face wash I use Clean & Clear morning burst instead of exfoliating. After applying the products I put on a makeup base so I can put on makeup and have it last longer and the products underneath will work better!!
Try Revlon Colorstay foundation for oily skin. It's a liquid formula, but I LOVE IT! (Coming from a person with very oily skin.) I set the foundation with LOREAL Bare Naturale and you would never know I had acne........... EVER. It's like photoshop in real life.
Good luck & God bless!

i suggest using st.ives products instead of neutrogena because many neutrogena products have caused reactions, and made acne worse. I would use st.ives naturally clear, clear pore cleanser with tea tree oil, every morning and night. using a toner isn't necessary but u can still use it if you want to. a great moisturizer for oily skin is the clean and clear oil free moisturizer in day, and night( the day cream has spf 16).
Makeup:
I would start off by washing your face in the morning with your face wash, and then moisturizing.
if your skin is excessively Oily, you could use some blotting papers to remove any oil.
start of with a cream foundation that is non comedogenic( doesn't clog your pores),matte, and oil free.
then a matte cream concealer to cover up any blemishes or discoloration. After THAt, you could use a light blush on your cheek bones, and 3 shades of brown, black, or any other neutral color on your eyelids. Start with the lightest shade on the inside crease of your eye, and work your way out with darker shades. finish off your eye makeup with a little bit of eyeliner on your water line, and mascara. A pink, or a nude lip color would look great with this look. Finally , set your makeup with a translucent powder, or a powder that is one shade darker than your foundation( this won't make you look too pale, or too dark compared to your neck)
Hope this helped!

SKIN CARE:
Okay for skin care, the boire strips are amazing, just make sure you don't over use them cause they can cause damage to your skin if you use them too often so make sure to read the directions.
As for skin care, neutrogena Grapefruit cleanser is really good for oily skin. Also i know its not form Neutrogena but if you aveeno where you live their skin brightening exoliator is really good and gentle.
As for moisturizers try and find a gel based moisturizer. This isn't as greasy, and is mean for more oily skin. Clinique Dramatically Different Moisturizer is expensive but it is worth it. Make sure for your skin to get the gel though!
MAKEUP:
Just because you have oily skin doesnt mean that you have to cancel out liuid foundation There are many brands of makeup the make foundation for oily, dry, ad combination, you just have to read the labels to make sure you're buying the right one. The Cover Girl Natural Luxe is very buildable and isn't too heavy which is good for oily skin.
As for powder, try Maybelline Dream Matte Powder to set your make, and for additional powder throughout the day try Mac Blotting Powder
