Hello! I'm 16 and I'd really love to get a tattoo. Ive wanted it since I was 11, so please don't say I need to think it through. I'm just wondering what the tattoo law for minors in California are. I have read several different things online and apparently, your parent can go to your local police department and sign a waiver to say it's not child abuse, take that waiver and a birth certificate to the tattoo parlor, and have the parent present, for the tattooing process. From what I've read, if you can do all of that, a minor can legally get one. Is this correct, or am I being mislead? Thanks!

The legal age is 18, with or without parental consent period. Very few parlors may do a cover up of something offensive with parental consent.

According to California Penal Code 653, every person who tattoos or offers to tattoo a person under the age of 18 years is guilty of a misdemeanor. As used in this section, to "tattoo" means to insert pigment under the surface of the skin of a human being, by pricking with a needle or otherwise, so as to produce an indelible mark or figure visible through the skin. This section is not intended to apply to any act of a licensed practitioner of the healing arts performed in the course of his practice.
